The statement “It is the Right of the People to alter or abolish it, and to institute new Government. laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness”: Clearly they state that when a government is not working, CHANGE IT! until it works for all free men and woman. This is our legacy gifted to our citizens through the words in documents we hold dear, the Declaration of Independence and the Constitution. We are bound to action when our constitution does not work. Change is the only way to over come the stagnation we have in our congress.
